The application response is the association’s reply to the objection raised by national team coach Hak-gyun Kim and two coaches. Director Kim and others recently took a frontal response, protesting against the association’s decision to not allow reappointment through a performance evaluation, citing violations of guidelines and unfairness.“);}
In its response, the association stated that among the five evaluators, three external members, excluding two internal members of the Performance Improvement Committee, were appointed by Chairman Kim. The three outsiders appointed by the chairman either competed with Coach Kim in the past in the public recruitment of national team leaders, or were people who were usually at odds with Coach Kim and his close associates.
Chairman Kim has shown a tendency to shift responsibility to the national team’s coaching staff following the ‘Ahn Se-young’s unintentional speech incident’. In particular, the office of the Ministry of Culture, Tourism and Sports has received a request for dismissal after being pointed out for various poor administration, breach of trust, and embezzlement, and is also being investigated by the police. Rather, the fact that the chairman, who is supposed to be evaluated, exercised full authority in selecting the members who evaluate others is enough to raise suspicions of unfairness.
The association also said, “Last September and November, we passed the official document of the Ministry of Culture, Sports and Tourism-Korea Sports Council’s guidelines for reappointment of leaders, which said, ‘Ensure fair hiring by considering performance in major international competitions,’ and based on the example of the reappointment evaluation table notified by the Sports Council in 2020. There was no response to Coach Kim’s objection that “it is unfair to include an unscheduled qualitative evaluation,” and he said, “Based on the example of the sports council’s evaluation table, it is judged that evaluation is necessary for the management of the national team.” The evaluation guidelines were released, saying, “The items have been confirmed.”
The association’s self-edited evaluation guidelines were also full of suspicion. The example of the evaluation table recommended by the Sports Council assigns ’30 points for game performance + 20 points for performance improvement + 30 points for leadership ability + 20 points for coaching behavior.’ ‘Coaching behavior’, which evaluates ethics and communication with players, is a qualitative evaluation element, and the remaining quantitative evaluation is 80 points.
On the other hand, in this evaluation, the association made a guideline of ’25 points for game performance + 25 points for performance improvement + 15 points for leadership ability + 10 points for communication + 10 points for international competition participation + 15 points for interview evaluation’, making ‘leading ability’ subjective. It was transformed into an evaluation item and made into a 50-point quantitative evaluation + 50-point qualitative evaluation system. In particular, a new face-to-face evaluation, which was not included in the Athletic Association guidelines, was created and 15 points were assigned. Considering that the cutoff point for reappointment is 80 points, this is a decisive score. The interview evaluation was conducted by evaluation committee members appointed by Chairman Kim. The association responded in a written response, saying, “This is the first time conducting a leader performance evaluation, so there are no related regulations. However, the evaluation committee and the president consulted and decided on the evaluation committee, referring to the procedure used when appointing a leader. “He effectively admitted that this re-appointment evaluation was carried out hastily.
Coach Kim said, “In all amateur sports, there are strategic sports for each detailed part.
