State budget 2025: 3,612.3 billion CFA francs for war and development

The Transitional Legislative Assembly (ALT) unanimously adopted the 2025 initial finance law on Monday, December 23, 2024, in Ouagadougou. It is a budget of 3,149.8 billion CFA francs in revenue and 3,612.3 billion CFA francs in expenditure, i.e. a deficit of 462.5 billion CFA francs, which was voted by the national representation for the implementation implementation of government policy in 2025.

For Minister Nacanabo, far from being a simple accounting exercise, the vote on the 2025 budget is “a commitment, a social pact to build a strong, resilient and forward-looking Burkina”. This is a budget to fulfill the mission assigned to the executive, which is to “guarantee security, restore confidence and lay the foundations for inclusive and sustainable development”.

The President of the ALT, Ousmane Bougouma: “the vote on the budget is a guarantee of good governance, responsibility and transparency”.

And, with 2025 expected to mark a decisive turning point for the Burkinabè nation, budgetary resources are needed to meet the challenges. “The budget is structured around three strategic priorities which align perfectly with the action plan for stabilization and development,” he underlined. The reconquest of the territory being the first priority, almost a third of the State budget, or 27.76%, will be devoted to the defense and security sector. The government’s ambition, he confided, is to guarantee every citizen, from the Sahel to the Cascades, from the North to the Boucle du Mouhoun, from the East to the Central Plateau, the right to live in peace and make its contribution to building a strong and prosperous nation. In addition to the war, it is also a development budget intended to improve the living conditions of Burkinabè people in towns and rural areas. This is why the strengthening of human capital is the second strategic priority with nearly 40% of expenditure allocated to education (28.34%) and health (11.79).

A realistic investment budget

As for the productive sector, namely agriculture, animal and fisheries resources, the environment, water and sanitation, it benefits from a budget allocation of 147.5 billion in 2025, corresponding to a relative share of 5. 6%, an increase of 9.8 billion CFA francs compared to 2024. “The priority projects of these sectors aimed at the implementation of the agropastoral and fisheries offensive and the actions of support for the rural world such as the acquisition of inputs and agricultural equipment, the development of new lowlands, vaccination coverage of animals, the construction of hydraulic infrastructures have been the subject of particular attention with a view to to allow them to proceed normally,” said Aboubakar Nacanabo. For him, the budget forecasts presented reflect, overall, the government’s vision of sustainably financing development through sovereign resources, despite the difficult context our country is facing. This is why, according to him, this 2025 budget is made up of 94.04% of own revenues, compared to 4.57% of extraordinary revenues. Alluding to the news of the ongoing trial, Minister Nacanabo reassured the national representation that appropriate measures are being taken for proper execution of the budget and 2025 will be the year of intensification of internal controls.

For the Minister of Economy and Finance, Aboubacar Nacanabo, the vote on the budget is not a simple legislative formality, but a commitment, a social pact to build a strong, resilient and forward-looking Burkina Faso.

Moreover, instructions have already been given to the technical inspections in this direction. For the deputies, their support for this budget is justified by the fact that it reflects the sovereignist desire of the Burkinabe people, the resilience of the country of honest men and it is a realistic investment budget in the service of endogenous development, economic recovery and stabilization of the country. “The vote on the budget by Parliament is a guarantee of good governance, accountability and transparency in the management of public finances. It is therefore essential to ensure that state resources are used efficiently and in accordance with national priorities. As a national representation, we will not fail to exercise our control mission by regularly questioning the government on the various actions planned in the budget,” indicated the President of the ALT, Ousmane Bougouma.
