Padel Facility Plans Rejected in Tipperary
Plans to develop a padel tennis facility in Cashel, County Tipperary, have been denied by Tipperary County Council. The decision, finalized on February 20, 2026, stems from concerns about the facility’s compatibility with the existing zoning regulations of the Cashel Business Park.
Padel is a rapidly growing racket sport gaining popularity worldwide.
Zoning Dispute at the Heart of the Issue
Padel Rock Ltd submitted the application to build the facility at the Cashel Business Park on the Cahir Road. The proposal included revisions to parking arrangements and the addition of signage. However, Councillor Liam Browne voiced strong objections, arguing that the development would violate the Cashel and Environs Development Plan.
“The proposed development constitutes an inappropriate and non-conforming change of use that is not permitted in principle under the zoning objectives of the Cashel and Environs Development Plan,”
Councillor Liam Browne
Cllr. Browne emphasized that the site is designated for industrial and employment purposes, and a padel facility, categorized as a leisure and recreational use, does not align with these objectives.
“An indoor padel tennis facility is a leisure and recreational use and does not fall within the definition of industrial, employment-generating or related commercial development,”

Council Cites Development Plan
Tipperary County Council ultimately agreed with Cllr. Browne’s assessment, refusing planning permission. Council planners stated that the existing permission for the business park restricts land use to commercial and industrial activities only.
“The proposal is for a commercial sports facility. Under the land use zoning matrix sports and leisure facilities (commercial and community) are not permitted on this land use zone,”

The council further explained that the proposal is contrary to the proper planning and sustainable development of the area

Despite the rejection, the council indicated openness to supporting sports facilities in appropriate locations, emphasizing the need for sites conveniently located near residential areas and existing sporting infrastructure.
