The National Council for the Modernization of Administration and Good Governance (CN-MABG) held its ordinary session of the year, under the chairmanship of the head of government, Apollinaire Joachimson Kyélem de Tambela, on Thursday, August 22, 2024, in Ouagadougou.
The Burkinabe government wants to respond to the urgent aspirations of its populations in terms of the delivery of public services, security, peace and social cohesion. It is with this in mind that the National Council for the Modernization of Administration and Good Governance (CN-MABG) held its ordinary session of the year on Thursday, August 22, 2024, in Ouagadougou. The Minister of Civil Service, Labor and Social Protection (MFPTPS), Bassolma Bazié, spokesperson for the Prime Minister, chair of the session, Apollinaire Joachimson Kyélem de Tambela indicated that the present meeting of the CN-MABG aims to evaluate the actions of modernization of the administration and good governance for the year 2023. It is also, he confided, a body to drive reforms aimed at establishing a quality public service, oriented towards results, supporting the competitiveness of the private sector, increasing wealth and reducing poverty. Mr. Bazié also argued that the sovereignty of the country of upright men and development that benefits all sections of the population are only conceivable in a context of modernization of public administration and good governance. In his opinion, the deficit of good governance and an ineffective, inefficient and underperforming administration can contribute to exacerbating the crises that certain States are going through. The Minister in charge of the civil service also stressed that the Burkinabe government is aware of the inadequacies of the actions carried out. Notwithstanding this, he continued, the State remains convinced that the modernization of the administration remains a permanent quest that requires continued vigilance from the actors. “My government has chosen to rebuild the State and improve governance by referring to the fundamentals that our worthy fathers have given us.

Milestones of a resilient public administration
To this end, Minister Bassolma Bazié explained that they aim to implement an Action Plan for Stabilization and Development (PA-SD), in order to accelerate economic growth, promote sustainable development and emergence in Burkina. “This is an opportunity for me to express my thanks to our technical and financial partners who have decided to stay alongside Burkina to support it in the fight for its integrity and contribute to the multiple and urgent expectations of its populations,” he said. The Permanent Secretary for the Modernization of Administration and Good Governance, Sidi Barry, for his part stated that at the end of this CN-MABG, two documents were adopted. According to him, this concerns the 2023 annual report on the implementation of the National Strategy for the Modernization of Public Administration (SNMAP) 2021-2025 and the one on the state of governance in 2023. Mr. Barry confided that in 2023, major actions were taken in the field of modernization of the administration. This concerns, among others, according to him, the development of 51 E-services (E-criminal record, the E-competition for example), the development of business procedure manuals at the level of ministries and institutions as well as popularization actions of law n ° 002 on the strengthening of political neutrality and meritocracy in Burkina. “In terms of good governance, we can cite, among others, the processing of emblematic cases by the justice system and the implementation of job descriptions in administrative governance,” he noted.
The permanent secretary also confided that despite the shortcomings, the state of governance in the country of upright men is doing well. The Chief of Staff (DIRCAB) of the Minister in charge of the civil service, Mohamed Sawadogo, spokesperson for the head of the department, specified that this 2024 ordinary session of the CN-MABG is being held in a context of security crisis marked by terrorist attacks and its corollaries which annihilate the results of public action. On the occasion, he invited the members of the Council to a synergy of actions with a view to laying the foundations for a resilient public administration, capable of meeting the expectations of users/customers even in the most difficult times. Mr. Sawadogo also praised the commitment of all public officials whose combined efforts tirelessly contribute to strengthening public action, prevention and effectiveness in the fight against the terrorist threat in cities and countryside. The CN-MABG is the supreme decision-making body of the steering mechanism for the modernization of the administration and good governance in Burkina. It meets once a year in ordinary session and is responsible for providing guidance on all issues relating to the modernization of the administration and good governance of the country.
