A History of Cooperation

Relations between Ukraine and the North Atlantic Treaty Organization (NATO) began in 1991, following Ukraine’s independence from the Soviet Union. Throughout the 1990s and 2000s, Ukraine gradually strengthened ties with NATO, initially aiming for eventual membership while maintaining a neutral stance.

Ukraine joined NATO’s Partnership for Peace program in 1994, and the NATO-Ukraine Commission was established in 1997 to foster the relationship. Further integration occurred in 2005 with Ukraine’s participation in NATO’s Intensified Dialogue program.

Shifting Stance After 2014

Following Russia’s actions in 2014 – the occupation and annexation of Crimea, and the invasion of eastern Ukraine – Ukraine’s pursuit of NATO membership intensified. In December 2014, the Ukrainian parliament voted to seek NATO membership, a decision later enshrined in the constitution in 2018.
