The FIA has appointed Paul Burns as the new deputy race director in Formula 1, working alongside current race director Rui Marques. This appointment fills the role left vacant by Claire Dubbelman’s departure at the start of 2026.

Burns brings a wealth of experience to the role, having served as the assistant race director in Formula 2 through 2025. He also has experience officiating in the F4 and Formula Regional classes at the Macau Grand Prix.

Prior to joining the FIA, the Northern Irishman worked within Formula One Management as part of its timekeeping team, a role that included signing off on grand prix results. His background also includes timekeeping work at various UK and Irish circuits.

Burns joined the FIA in 2023, initially as part of the F1 race operations team before transitioning to operational duties across the junior categories.

Dubbelman’s departure sees her join the Saudi Automobile and Motorcycle Federation. In a statement on Instagram, she explained her decision, stating saying nothing leaves room for speculation – potentially distancing her exit from other recent departures within the FIA.

“After almost a decade at the FIA, I felt that I had reached a point where I had maximised every opportunity available to me within the organisation,” she wrote. “This move is not about walking away from the FIA, but stepping into a role in a new environment that challenges me at the next level. It provides me with a perspective to contribute and develop the sport in a way that I didn’t spot possible in my previous role. I am genuinely excited about being in Saudi [Arabia] and there is so much opportunity here. By being here, I feel like I am part of its future, helping the Saudi Motorsport Federation to pave the way; facilitating talent and infrastructure for the sport to thrive.”
