In order to save time and reduce the risk of fraud, the General Directorate of Customs has initiated the dematerialization of the Certificate of Release for Consumption (CMC), a document subject to the registration formality of vehicles and machinery. two wheels. This Monday, November 18, 2024, the digital version called: “e.CMC” was officially launched in the presence of the Director General of Customs, Adama Ilboudo and that of land and maritime transport, Vincent Tougouri.
“We are an administration that collects a lot of information and this data is often transmitted to other administrations for their administrative formalities. Unfortunately, this data is collected on paper media which carries risks of fraud. This is why we wanted to digitize them,” explained the DG of Customs. This allows throughout the chain from the entry into the territory of the means of transport (a vehicle or a two-wheeled vehicle) to have a certain traceability in order to provide data in a secure manner to the DGTTM, suggested.
According to the computer scientist at the General Directorate of Customs, Zakaria Ouédraogo, to have the e.CMC, the declarant must provide all the requested information, then the verifier generates the CMC and signs it. Finally, the office manager or his deputy checks, countersigns and prints. “The electronic version is immediately accessible by the DGTTM,” he said.

e.CMC saves time

And the DG of Customs clarified that the QR code allows DGTTM staff, through scanning, to ensure that the CMC is indeed issued by Customs and that it is authentic. “This digitalization saves costs and time, avoids multiple staff trips and instantly, the data collected is sent and systematically processed. This reduces the risk of error, especially the risk of fraud,” he stressed. To listen to him, previously to have a CMC, you had to pay for the form issued by the Chamber of Commerce, seize it and submit it to customs for signature and counter-signature. This procedure may take two days. Today, automatically, as soon as the declaration is recorded with all the information, the system generates the certificate of release for consumption free of charge in less than 10 minutes.

For the general director of land and maritime transport, Vincent Tougouri, with e.CMC, they save time in processing files.

For the general director of land and maritime transport, Vincent Tougouri, it is a successful collaboration, because it is a reliable, very well designed system, which saves time. “We can exploit their database. So no more physical movements of documents and staff to confirm the documents received. Today with digitalization, we have the declaration and we proceed to register the vehicle. No more need to take a week to check the documents,” argued the DGTTM.
